HOLYOKE — The Massachusetts Board of Elementary and Secondary Education continues to offer no clear explanation for how to end the receivership of the city's public schools, now entering its eighth year. State Education Commissioner Jeffrey C. Reilly stressed proceeding carefully to avoid severe financial implications or unintended consequences, all without offering a path out of receivership. He favored a cautious approach in transitioning out of the state's oversight of Holyoke's public schools.
