BOSTON — A federal consent decree was approved Wednesday by a judge bolstering an agreement between state and federal agencies and the city of Holyoke to mitigate leakage of raw sewage into the Connecticut River. The consent decree was the result of an enforcement action brought by the Department of Justice, on behalf of the U.S. Environmental Protection Agency and the Massachusetts Attorney General's Office, on behalf of the Massachusetts Department of Environmental Protection. The judge's approval reaffirms and strengthens a preliminary agreement struck by the city and the state and federal watchdogs in March.
